Why does it re-encode sometimes?
The source codec was not MP4-compatible, or a different quality was chosen. Re-encoding keeps the picture but takes about as long as the clip plays.
Will HEVC MP4s play everywhere?
Chrome, Edge and modern phones yes; some older apps no. Convert again with Quality High to get H.264 if a colleague cannot play it.
