How to convert JPG photos to PDF on a phone (no app)
The form wants "a single PDF" and what you have is six photos of a document on your phone. App stores are full of converters that add watermarks, ask for subscriptions or upload the photos. The browser can do it on the phone itself.

Open JPG to PDF on this site in the phone's browser (Chrome or Safari), tap Choose images, select the photos in the gallery, drag them into order, leave A4 with a small margin, and tap Make PDF. The PDF downloads to the phone's Files or Downloads folder, ready to upload or share. iPhone HEIC photos are accepted directly. Step by step
- Photograph each page straight on, in even light, filling the frame. Crop in the gallery if there is a lot of table around the page.
- Open JPG to PDF, tap Choose images, select the photos. They appear as pages; drag to reorder and rotate any that are sideways.
- Keep A4, portrait auto, small margin. Choose High (smaller) image quality if the form has a size limit.
- Tap Make PDF, then Download. On iPhone it lands in Files → Downloads; on Android in Downloads.
Tips that save a second attempt
- If the portal wants the PDF under 1 MB or 500 KB, open Compress PDF next and drop the new PDF; it targets the exact size.
- For ID cards, photograph front and back and use fit-to-image so each page is exactly the card.
- Remove the background clutter first with the free photo editor's crop if a page photo includes the table or your hand.
- The same page works on a laptop with the photos transferred; nothing changes except screen size.
